Dr. Toni Sparrow is a practitioner-scholar, educator, and public administration professional specializing in housing and homelessness policy, behavioral health, and equitable public service systems.

Her professional experience spans the full continuum of housing and social services, from frontline service delivery to regional operations and statewide systems strategy. Her work focuses on strengthening program implementation, performance management, cross-system coordination, and the use of data to improve public programs and service delivery.

In higher education, Dr. Sparrow teaches and supports graduate-level public administration education, bringing real-world public sector experience into the classroom. Her approach connects theory with practice and prepares emerging public service professionals to navigate complex policy, management, ethics, implementation, and equity challenges. She is particularly interested in strengthening the connection between graduate education, applied research, and the needs of communities and public institutions.

Dr. Sparrow’s research examines how eligibility requirements, administrative processes, and organizational practices shape access to housing and social services, with particular attention to Black fathers and historically underserved communities. Her scholarship explores administrative burden, institutional practices, equity, and access through frameworks including Critical Race Theory, Intersectionality, Social Capital Theory, and street-level bureaucracy.
